Say somebody donated $3000 on buycraft and its pending for like 21 days after them 21 days can they still charge back or is it then mine to keep?

so is it like they have 21 to decide if they keep it or does it last forever

No but the time frame is crazy, usually it 180 days (yes basically a half of year!) for most banks/credit cards. After that they cannot charge back the payment. Same goes for Paypal balances.
