I paid for someone to gift me Supreme and Color role. They had 100 percent positive rep. He said he did it about 9 hours ago and told me it still needs to manually be approved. Is this correct or was I scammed?

This is correct, It took a while for my colored name and my friend's gifted Premium rank to come through because they have to manually do it. Give it a bit and if it takes way too long then you can file a scam report.
