Island Top GUI Plugin (With built in spawner stacker/upgrader)

What im lookking for is a already made or to be made, custom skyblock island top plugin.

I want this plugin to include 3 different features:

#1 Island Top GUI based on spawner worth lie PvPwars and PvPingMC

#2 Spawner Stacker Plugin (The stacked spawners shhould count on the is top)

#3 Upgradable Spawners. (Being able to upgrade your spawners with money/xp to something that drops a ore or such (EXAMPLE: Iron golems can be upgraded to drop gold))

Budget is to be discussed.

It supports epicspawners v4 & v5 & MergedSpawners
On ocasian I do add support for custom plugins
