Hello there

Description
Today I want to request the development of a rather simple but important plugin for our upcoming server.
The plugin should be able to do the following:

Upon adding a certain Lore defined in the config.yml as follows (example):

locked-description:
- 'Locked'
- 'locked'

The plugin will block players from altering (adding) new enchants to an item with this lore. However a player should still be able to repair an item in the anvil. The plugin must be able to ignore colorcoding and just scan for the lore within the item upon the calling of the addEnchantment event or whatever it is called in spigot.
We're using Aureliumskills to enable players to repair up to higher limits so please keep that in mind too in case it causes any altered events.

Conditions:
Plugin must be delivered within 7 days
Plugin must come as a jar and its sourcecode
Natively built and compiled against paperspigot 1.18.1
Clear nameingconventions on code for ease of maintenance
All rights including rights of redistribution remain with me (hrznzero)
Exclusively developed for me (hrznzero) and cannot be sold/published to others by the developer
Includes basic bugfixes if need-be for 1.18

Budget:
30 USD

Contact me on Discord:
zerodesu#0001

If you need inspiration for the plugin or want an example of what I mean, here is an outdated plugin from Spigot that does more or less the same.

High performance, consistent uptime and fast support. Minecraft hosting that just works.

$30 for source code and resell rights for what you're requesting is very unreasonable in my opinion

There's no way to listen to addEnchantment, the developer would have to workaround checking items, your budget would fit on a new developer job, with almost no requirements you made included SPECIALLY resell rights!

Thank you for your response, the project has been completed by a developer who was content with these conditions without further notice.
Whilst I agree that normaly resell-rights and sourcecode for this price would be considered a bit "undercut" I'd like you to keep in mind that it is a very simple plugin, literarely 5kb of code.

Considering this is a more or less amateur-project and most young devs here just want to get some basic experience on their resume, I don't think this is that bad of a deal. I'm not comissioning a project that requires very high skills either.
