Then it might be in your best interest to check through PMC for freely downloadable maps that roughly fit your idea. There's tons of those around. Or, if you make a post on the PMC forums or in /r/Worldpainter, you might get lucky and find an amateur worldpainter interested in helping you out for basically for free (which is what your budget might as well be from a professional standpoint).

That, and to reconsider making an MMORPG server. That's always going to be a pricy project, even if the only thing you ended up paying for would be the server. MMORPG is about the most expensive and time-consuming genre in videogames to set up.

There's nothing wrong with wanting to do this as a hobby project, but the MMO part would require expensive servers regardless. Even in Minecraft, unless you actually own a dedicated server, you would likely need to spend at least your current map budget per month and that's assuming very low player count.

Have you considered making it an RPG map made for local play? (Aka downloadable map, either for singleplayer or on a realm or private server). I feel like while there's plenty of small-scale local-play RPG maps out there, there's very few that would fit what the general gaming community considers "RPG" as a genre.

If you have the determination to pull through the work required to make a project this size work, your project could become such a map without you needing to throw money at it.
Ofc if this is meant to be a commercial project we come back to the original lack of budget.

20$ budget is pretty low, but depending on the quality I might be able to whip something up. (Honestly more for fun than the money)
