Jail plugin

I need a special jail system for our server. A paperspigot server version 1.16.5. It should work with Java 16.

In the video I explain, what it should be able to do.

I general this is needed:

- Able to set different jails and different spawns where players are teleportet when unjailed. Players with a specific permission is sent to a specific jail. Like permission jail.a sends the player to the A jail.
- An /iso [name] command to jail players. Showing a gui with different reasons, that should be possible to change in the config.
- A /bail command showing everyone that is jailed. It should be possible to bail players out of jail but only when 2/3 of their time is up. Only players from the same block should be able to bail players out. Like players in B can bail out jailed players in from B.
- An /unjail [name] command with a permission. Using it sends the player to his spawn. Ex. a jailed player from C block is sent to C spawn.
- A broadcast in the chat when someone is jailed. Should be possible to configure in the config.
