Join delay after restart server

Can someone tell me how I can make the players enter the server after a few seconds when it is fully rebooted

Just set late-bind or something in spigot.yml to true not really sure what it exactly is can't check I think this should be it

Honestly just make a setup runnable and deny the login in the PreLoginEvent - shoot me a DM if you need it - Invis#0010 (Reply with your dc), or if you've got basic java knowledge, I made something on my github that you could re-purpose into this.
