I prefer to know what the client is wanting first e.g what kind of website plus how complex it will be and then give them a price

Personally, I find it very difficult to give consistent base prices for development services. Different sites require different features/details/programming, and thus, even if it's just a one page'er, it's hard to say "it will always cost exactly $x"
