Basically, there is this guy, I won't name names, he applies for manager on servers, using a fake experience sheet (without proper proof) when I confronted the person on proof, he said I don't remember the ign I staff under, Legit he staffed there 3 months ago (well according to his resume) how could you not remember a server with a playerbase of 3k?

is it bannable when people are pretending to work on big servers, and lie just to get a paycheck & to leave after 3 days of managing.

I believe this falls under misrepresentation. Which would contribute to "scamming". So yes, it's disallowed.
