Kit Pvp Setup!

Hello, thanks for checking out my thread lets start off with who I am!
My name is Obidiah
I am very new to anything with servers, but I am really motivated and have some money to spend so I would like to start my own Kit Pvp server! I got builds, art, and a discord all setup! I have a server up with a worldedit plugin and a build!

What I am looking for:
I am looking for someone who can help me to setup my server, while not taking advantage of the fact that I am new to this, I do have friends I will ask if something is worth what youre asking for. My Budget is $25 for everything I need atm, in the future I will have more custom stuff I want added but for right now thats all I need.
For the 75 I will need this done.

• /trade
• NPCS
• 4 Kits (I have the kits ready)
• A money system (Eco)
• /team
• /kills top (Leaderboard)
• Kill streak system.
• Leaderboard
• Launch Pads (Launch off of spawn)
• (Any other very simple basic things needed)
  
  I am paying 25 for this to get done, but if you do these simple things, I will pay a lot more for you to do the custom development I need, you can use free plugins, I just do not want anything that is garbage, I'd rather pay for something good.

I am looking for someone to help me through this, voice call, and take time. I do not want someone who is going to ask for payment and tell me theyre ready to get started because I dont care if youre ready I have questions and want to learn along the way.
