it would pick a random number between 1,000 - 10,000 for the balance/money
and it would pick a random number between 1 -5 for the op key.

If they had a bounty on them for 3 minutes it cancels and picks a random player
if they log if picks another player and it broadcasts the https://gyazo.com/d64951819e596a12e1a4731da064a032 every 15 seconds
