Lag Optimization

I need someone who can optimize my server for me.

There is random TPS lag.
When claiming land in factions, the tps drops very low and is unbearable for the players. I have isolated the plugin causing tps drop when claiming, EssentialsX and/or Vault. I've tried running the plugin with the original config and still the same problem.
I am using FactionsUUID, EssentialsX, Vault, Paper Spigot 1.8.8

I am using a SoYouStart dedicated server w/ 64 gb. I run the Factions server on Pterodactyl w/ 16gb. I also run a XenForo website and email server on the dedi.

I overall need someone to optimize the server for me for the best player experience.
