Large Horse Plugin - Need ASAP!

Well, here i go for the 3rd time.

I have a large horse plugin i need made. (Full details provided in a Google Document)
I dont have a budget, but i need this ASAP... preferably in a week or two!

Due to the 3 people who have "started" and stopped responding, I will not be paying until i see some progress. I will personally send you a message on MCM, so you can use for evidence if it comes to that. (May change depending on REP)

Please have some experience coding. I really need this, and if you finish fast (and good) i dont mind adding a tip in there for yourself.

I will be requiring to be updated when each section is done.
