Let supremes change shoutbox border color

We should allow supremes to change the shoutbox's border color. The colors would be the same as the chat colors.

An example of white:

Sounds cool, but this messes up the theme of Dark theme, and default theme I'm pretty sure. This is 50/50 for me.

Its currently like that and it isnt mess up[DOUBLEPOST=1462497010][/DOUBLEPOST]

Pretty easy to do, from a technical perspective.

Just my 2 cents.

Premium = Set amount of colours to choose from.
Supreme = Any colour.
