Let us immediately snipe banned users usernames

That makes no sense at all because people can appeal a ban and it would be unfair to them to have to change the username just because someone took it (if they got unbanned).
Note: I'm talking under the assumption that "snipe usernames" means being able to rename yourself to that username. Not sure that's what it is.

Hmmm... now that you mention it, that could work in theory, however I'm not sure how what OP wants or you suggested could be done with XenForo. It would most likely require a custom addon of sorts, although I can't afford it so I wouldn't know.

It would be a nightmare for a lot of reasons. Take Xiri for example, someone instantly running around with a 100+ rep? or a user justly banned and their name getting moved to another user who impersonates them so quickly. 
Just to clarify, you can always able to appeal bans, even ban evading bans. Just because you were banned for ban evasion doesn't immediately reject your chances of appealing. Supreme users can submit username request changes (take other user's name), but all upgraded members can change their names if its not taken.
I personally am against this for reasons that Shark said, but also because almost always we are unable to solve a ticket within the 24 hours or so after the user is banned which is when that name would be taken, so it would be illogical for such a change to take place.
This would be a interesting concept, but as people have mentioned the user having to get a new user name would be unfair especially if they do get unbanned.
maybe have a system that would close accounts that are banned longer than 3 years and just rename then to “banned-account#0001” and open up the ign, the wait period would be perfect for the banned user to appeal or wait for their ban to expire (if it does)

Whether they are banned or not, we have the requirement of them having not been active for at least 6 months so that nobody is effectively impersonating someone else by taking their name.
Why would you want to risk having the reputation of someone who was just banned associated with you anyway?
Wouldn’t you want a chance for the heat on that name to cool off before the name becomes available for repossession?
