Lightning Stick

In factions, there are sell wands, and craft wants, and I am wanting to introduce a "Lightning Stick". It should be a gold sword with a configurable lore. When you hit a creeper with it, the creeper should be changed to a charged creeper. The sword should be enchanted with knock back 5. Looking to spend ten dollars or under on this project.
