Linking prepaid visa to PayPal

Hey guys! I recently acquired a $25 prepaid visa giftcard from my good friend. I trust him when he says it works, and I have even confirmed that it has money on it and works as it is a physical card. But when I try to link it to my PayPal, I get an error message. Can anyone tell me why this is?
