Make a server where you actually have to find resources not just simply jump in a mine and mine for a long time, make it so where you have to gather things on coordinates or something else with hints or paths, in my mind it's a cool idea!
You could make it so everyone comes to a big marketplace with a lot of people everywhere selling their resources and trading. Make it so every block regenerates when broken make a 10 minute delay, make it so people know the map and make it randomly spawn ores so people don't get ''diamond paths'' where they simply know where to go.
Make sure the map is awesome and not too big so people can get to places easily using a horse or something! Don't let people teleport unless they have a special thing because teleporting will ruin it in my eyes.

Hey there, here's my idea:
I think you should make it like a prison where you should scavenge to find more valuable resources, there will still be a mine... But it wont give out a lot of money. To scavenge there will be something like a "KOTH", instead of chests there will be a mine. PVP wont be enabled when you enter the "Valuable" mine. PVP will be enabled outside of the mine. You would have to walk to that place and you can have a PVP timer, so you wont get killed whilst looking for the mine.
To find the valuable mine:
There will be a scoreboard at the right side of the player telling the player where there will be a valuable mine. The mine is not close and too far from spawn, estimating approximately 500 blocks. The player can use a kit to get to the mine easier. The scoreboard will show co-ordinates to the mine. The player has only 10 minutes of safety to get to the mine. Once the player has left spawn. The player cannot go back for to spawn for 5 minutes, the player is forced to find the place during his safety time.
Here are the kits:
Leather armor: Though it's very weak, it gives a whopping unlimited Speed 4 while the player is wearing full leather.
Gold armor: Gold armor can break very easily but it's more on the defensive side, gold armor gives the player an unlimited Speed 2 and Resistance 2.
Chain armor: Chain is durable and strong at the same time, but it doesn't give you any speed but it does give you Sharpness 2. This kit is at the offensive side.
Iron armor: Iron is very durable and strong, wearing iron armor will give you Sharpness 2 and Speed 1. Much more better than the chain armor. Not so hard to obtain.
Diamond Armor: Finally, we have diamond armor. This armor will ONLY give you Sharpness 1. It is very strong and durable but very overpowered if it had speed or something else. Diamond Armor would be the most preferred armor but very costly.
How to obtain each armor.
Leather: Leather would be the easiest to obtain. You would go to a cow grinder at spawn and collect leather then make leather armor.
Gold: There will be a 1 in 5 chance a gold ore will spawn in the spawn mine and you can get coal in the spawn mine as well. Smelt the gold ore in private furnaces at /warp smelt. Craft golden armor. Viola. Simple.
Chain: To obtain this you would have to buy this at /warp market. A full set of chain can cost around 150-200. To get money, you can sell stuff in spawn mine or kill animals in the grinder (animals can give you $0.20-$0.50).
Iron: Iron can be obtained at the spawn mine, there will be a 1-15 chance an iron ore will spawn at the spawn mine. Smelt. Craft. Done.
Diamond: To obtain this you would need to go to one of the "valuable mine". Mine some diamonds then go to spawn then craft it.
More about mines:
By now, the player must have gotten some type of armor. Then the player would be forced to look for the "valuable" mine to get some money to rank up for a better mine at spawn. The valuable mine will ALWAYS be better than all the ranked mines.

A prison server that spawns you on a little island at the end or overwolrd the island has a tiny mine and maybe a farm so you can get resources when you mine you get money that you can spend on a shop you must expand your prison island 200 blocks away will be another island that you can raid with tnt e.t.c and if you brake the island core dragon egg you own the island and you can build on it also you can craft guards that will protect your egg or build something around it there will also be custom guns like a pic that shoots eggs that explode e.t.c if I won pm me
