Looking for 2d and 3d Animated Banners

I'm looking for a cheap creator of 2d and 3d animated banners.

For the 3d one -
I want a 3d banner with a black background and some particles in it. Red and yellow texts. A server logo in it.
Probably around 3 or 4 texts.

2 versions:
1. Under 500kb
1. Under 750kb
