Also since I'm buying 30 plus icons I'm looking to pay around 3.25$ per icon. Willing to pay a little more for bigger icons.

I can't offer anything fully custom for that price, however, I do have some semi-custom icons on my site that may work for you. They are even cheaper than your budget - most packs are around $1 an icon or less, as low as $0.20 per icon. They are either entirely premade or have your own custom text added.
