Anyone know a blacklist plugin where it also has support for IPs, so it also blacklists the accounts that join on the same IP.

Yes, but they can buy an unban and get unbanned (un-blacklisted) that way.
A blacklist is something that can not be unappealable or get un-blacklisted by buying an unban from the store.
