Can you tell us your budget please? Most people would rather know instead of adding you on skype to find out if it's very low for what you want.

After reading over the doc, you just want things that are on other servers.. Why not getting some unique ideas to make your server different and if you have a low budget then put what you can towards something unique?
The hover chat plugin is deluxe chat, on spigot for like $10. The "faction scoreboard" you can use basically any scoreboard plugin, such as feather board will support this.
