Looking for a dev to make me a plugin

Hey all, looking for a dev to make me a custom plugin for cheap that has the following:
Commands & Permissions:
/pick give (player_name) Smelters
/pick give (player_name) Explosive
/pick give (player_name) Bountiful

Perm nose for all commands - pickaxe.give (Commands are default to op)

Smelters Pickaxe - Smelts the ore you mine and drops the ingot. (Make this so it doesn't work with fortune)

Explosive Pickaxe - Explodes an area (Set in the config) were you mine. (This must work with fortune)

Bountiful Pickaxe - If I have an emerald ore surrounded by stone, (for example 3x3 area) It will mind the best ore in a 3x3 area. For example if I mined an iron ore and there was a emerald ore in a desired radius, it would drop an emerald instead. (must work with fortune also)

Config:

ExplosivePickRadius: 3 (By default)

BountifulPickRadius: 3 (By Default)

SmeltersPickaxe:
Name: '&5SmeltersPickaxe'
Lore:
'&5Example'
'&5Lore'

ExplosivePickaxe:
Name: '&5ExplosivePickaxe'
Lore:
'&5Example'
'&5Lore'

BountifulPickaxe:
Name: '&5BountifulPickaxe'
Lore:
'&5Example'
'&5Lore'

Another cool pickaxe idea that I love is from Daegonner and my old server; Infusion/Tunneler. It will mine a certain radius of blocks depending on your enchantment level. So if you have level I, you mine 2x1 radius, level II you mine 2x2 radius, and level III you mine 3x3 radius.

Not the best plugin. And don't tell me any spigot plugins as I want my own custom one. I'm not retarded. I do my research before I ask for a custom plugin.
