Have you checked out PebbleHost? There’s a banner at the top, it’s relatively cheap and you may be interested.

If you want a VPS with those specs try looking at OVH. VPS-SSD-1 fits your requirements for ~$4.50/mo. Otherwise if a web hosting package would work, my Essential web hosting package is just $2/mo.
