You can get a good HCF Plugin w/ DTR for only $30 with free updates and support.
KoTH plugin can be bought from: https://www.spigotmc.org/resources/koth-king-of-the-hill.7689/ (A lot of people use this)
I suggest using "CombatTagPlus" which is free on Spigot and works really well.
You may have to get a PvPTimer plugin custom coded unless you wish to use a free one off Bukkit.
There is many anti-cheat plugins out there, I suggest getting a custom one coded as most hack clients bypass them go with custom.
MobStacking would either have to be custom coded or use the free source on GitHub.
There are many wrench plugins but it depends on what you want them to exactly do, I could code this up for a good price if needed, just pm me.
