Looking for a good custom enchant plugin like CosmicPvP!! 20$

I am looking for a good custom enchant plugin that you can open custom enchant tier books and you can tinker them. Right now my server has a plugin called RandomPackage but its the custom enchant books are remove the vanilla enchant on an item when applying the book to the item.

no for example when you apply the custom enchant book to a chestplate with protection 3 on it remove the normal enchant and apply the custom enchant

No it doesn't? Who told you that? I have never seen it do that before. It has a success rate of the enchant actually going onto the armour, but does not remove the essential enchant.

Then there is a bug on your server, and that plugin is just not going to work with your server because there is some plugin causing that to happen. It is not the plugin, I know that is not how the plugin was made to work, but there is a plugin on your server causing that to happen.

Chances are it wont show any, it is gonna be something that is back ended, and console wont detect. I had this issue on my friends server, where a plugin of his, was causing essentials /eat to not work, once we removed the plugin it worked, however it did not show an error in the console.
