Looking for a KOTH-like custom plugin

So one of the features of my server that I'd like to present is a weekly KOTH for each Race kingdom. Players would sign up during the week and battle in "The kings arena" for the title of "King". Last man standing before time runs out gets awarded the title. "King of ___" (whichever of the five kingdoms).
The king title comes with the perk of hosting player driven pvp events and the ability to levy taxes from the area. The king title is only lost when the KOTH event starts.

I'd like a capable plugin developer to help create this dream of a plugin with me for my RPG oriented server. And a quote on the whole project if possible.
