We are currently developing a little side server for our vast Star Wars project that requires quite a few abilities to be made. We will be using simple drop in arena's initially so the only thing these powers need to tie into will be a simple 'Heroes' and 'Villains' teams. I don't have an exact count on the amount of powers we need, but it's looking like just for our initial 14 character launch lineup it could be upwards of 30 we need, but it's likely less. However we intend to develop several dozen more characters over time so there is plenty of long term opportunity. I prefer to keep the prices somewhat low as it is such a bulk job but it will pay no less than $150 and could see $500+ if you wanted to commit to the further power needs. I can also work on a per-ability rate if that's a route you wanted to discuss.
Attached is an example of some of the kinds of abilities you would be making. We already have many done, and some we do with crackshot, but many in the red will need done.
