Looking for a plugin [$10]

Hello, I'm looking for a plugin, called DragonStone.

When this "stone" is applied to an item, it will increase all it's enchants by 1.
So let's take a Prot II Unbr I Diamond Helmet for example, if I apply the stone to it, it will turn into Prot III Unbr II.

Requirements + Conditions:

• It should be able to go PAST vanilla enchants, i.e Prot V
• It can only be used ONCE per item, i.e I cannot use the item twice on an helmet.
• I should be able to give the item with a command
  
• Item/lore/name/messages should all be configurable.
• Should work on my 1.8.8 server
