Looking for a plugin to be made

Ok this is what I would like made. (Could you give me a projected time frame and cost)
I would like this plugin to have a configurable language file (so I can edit the messages to my liking). I would like it so that there is a file where I can specify which item I would like to stack to a specific amount (for each item). So for example I could configure it to stack Lava Buckets to 16 but on the other hand I would want it so you could stack enderpearls to 64. There should be permissions and commands involved, permissions should be (itemstack.stack.command) so you can stack the items (all items configured) with one command, the command for that could be /itemstack (we have no plugins interfering), another permission would be (itemstack.stack.auto) this would make it so that you do not have to type the command to stack the item but it will still stack (could you make this toggle able), there could be admin permissions such as (itemstack.stack.admin) you have permissions to reload the plugin and globally allow the stacking of all items configured. (itemstack.stack.global) could you also make this toggle able? We are running our server on Java 7 and spigot 1.8.8

I've done searches and it does not work on my server. Plus I like the support of private plugins and what does it matter if I want my own made?

It doesn't matter at all. Private plugins are hard though as if you have a plugin, you have to go to YOUR dev an you can't ask a whole spigot community for help.

That plugin doesn't work exactly as I would like it too. There are a few features the plugin I am requesting has that the other plugin doesn't. Therefore I am having it made.
