Looking for a plugin to disable items

Hello,

I am looking for a configurable plugin that can disable items for certain players. I need it so that if I were to disable, for example, obsidian, players can't mine it or place it, even though they can get it in their inventory. I would also like for it to put the &k formatting code to randomize the name so they can tell when they don't have it unlocked (so they don't mistake it for lag if it's in the inventory).

Thank you for the response! However, this plugin doesn't do what I need. It disables all block breaking and block placing for a player, not just of one specific item.

A command since you can use levelling triggers within plugins that have it anyways. (I would be using it after completing certain dungeons, so it makes the most sense just to have a command)
