i need a plugin that limits creative, ex. Seperate inventories/ disability to use /shop or /sell hand on creative mode, and blacklist of placing expensive items in creative.

Use Restricted Creative.

I believe restricted creative is the solution, it will probably be cheaper to do that, thanks though
