Looking for a quick plugin

I am looking for someone who would be interested in making this plugin. I am paying.

this plugin involves teleporting. What is does is when a player types /warp, tpa, spawn, or teleporting anywhere the cooldown varies depending on your experience level. So if a players EXP level is 30 it would take 3 (Lowest time possible) seconds to teleport, and if a players exp level was 0 it would take 7 seconds. And anywhere in between it goes down or up by the millisecond.

Messages:

&e&l(!) You will be teleported in &n{time}s...&e DONT MOVE! (Example: 6.241s...)
&7Increase your EXP level to decrease your teleport time.

I agree I don't think plugin creativity is the problem we see, its what a server does with the plugin and the way they configure and utilize it which gets to be repetitive. For example a lot of servers copy EXACT messages from Cosmic or PvPing MC putting the "(!)" with an orange and yellow theme and so on which then leads people to believe they've copied another server.

So what, if anything that just reflects on the server for having no originality.
