Looking for a remake/recode of Storm

Looking to hire someone to replicate/recode the plugin Storm

I'm only interested in the blizzard weather effect of this plugin, and would like more Customization to it.

What I'm mainly looking for:
1. Warning message that a blizzard is coming..
2. Few seconds past and whoever is caught in the rain/snow it cause slowness/blindness
3. If players are wearing certain armor they take no/less damage
4. If possible same affect on mobs (Some are immune)
5. Heat sources (torch in hand)
6. Timers (Just like Storms)



Problems with storm:
1. Blizzard happens instantly
2. Not a whole lot of customization

Budget $50~ Depending how pleased i am with the plugin
