Hello, I'm looking for a simple voting reward plugin for Paper Spigot 1.17.1. All I need it to do is execute a command with a player variable. I'm using nuVotifier. Willing to pay.

I wouldn't recommend paying someone to code you a plugin like this for the reason that they probably can't do it better than the tons of public plugins have already done. That's just the reality of commonly made plugins, someone else has most likely done it better and for free. The only time you should be paying developers for plugins is if there is no good public options or if you want extremely specific features that public plugins simply won't have
