Alright money hungry whores, I mean devs..

So, I am looking for a Spawner Level Plugin, where I can set the Levels , the cost in Money AND the Cost in XP as well. I want it to cost both money and XP to level it up. I want a 27 slot GUI to go with this plugin, and it needs to look very well layed out etc.
Basically, you right click the spawner, and the GUI will open and will have listed the 3 possible levels that you can rankup too, with lores of the cost in money/xp etc.
I want level 0 to be the normal just bought the spawner level. Normal spawn rate, then I want the second level (Level 1) to have a .25% spawn rate increase, etc etc. Can be talked about more when we talk about the plugin. Basically, I want a plugin similar to how TheArchons is, but able to make it cost xp and money, and a nicer GUI etc.
We can talk more in detail etc about this once I find a dev I like. Currently looking for devs to leave quotes on what they will charge, and I will pick whoever I feel has a fair price, and most expereince etc.

P.S - If I like the plugin you make me, I need a Spawner Rankup Plugin (Where you have to rankup to be able to use place, mine, and buy certain spawners (Also like TheArchons)
