Looking for a spectator plugin to be made.

Hi! I was looking for someone to create a plugin where if a player dies, he goes into spectator mode and is able to use the given compass to select on a player head to spectate them. I am referring to how the 100 player civilization videos have the spectator system when dead and cannot respawn. All players will be in hardcore mode, so if that makes it easier, let me know.
