Looking for a velt type plugin. Pearl Refund

When pearling if the pearl doesnt land it refunds and resets pearl timer.
Also saying something in chat like

"Pearl refunded due to attempted pearl glitch"

That pearl never worked or collided or moved you. So it would refund and reset your timer.

Command it would execute "timer set Enderpearl %player% 0"

Looking for free service or cheap.
