So you've got the resources for an epic thread design, quality builds in the background, and the resources to actually set up a full network, but not the resources to pay your builders?
I could understand if you could only afford relatively low prices for each build. There's likely plenty of buildteams that would be willing to work below their normal pricing in exchange for a steady flow of work and being part of an ambitious project that might hit big into the spotlights, but working for free with such high requirements? Yeah, sorry, you may have come to the wrong place. Or the wrong community. Or perhaps the wrong parallel universe.
The requirement "Able to reach deadlines and do things quick but with qualityis the worst part here, to be honest.
Let's put it like this. When ordering something, there are 3 variables. Good, cheap, and fast. Pick any two of them, and that's what you can reasonably expect.
You want something good and cheap? It won't be fast. In fact, it might take ages as the builds end up low-priority for whoever you hire.
You want something good and fast? It won't be cheap, expect to pay the equivalent of full wages per man hour (a man hour being an hour spent on it by each individual builder involved. Something taking 100 man hours does not mean it'll take 13 days at approx 8 hours per day. It might mean that 5 people spend a total of 20 hours each, spread over a period of 5 days).
You want something fast and cheap? well, it'll be relatively simplistic, and you won't be able to ask for anything near the quality of the builds in the background of this thread.
If you're fine with beginning or hobbyist builders, try recruiting in the Planetminecraft forums. With this thread design, you're sure to attract a lot of people.
If you definitely want pro-level builders, either pray to whatever gods you may or may not believe in for the luck to hit the jackpot of hidden talent and self-underestimation, or find a budget somewhere.
There are quite a few grammatical errors. I recommend re-reading the thread design, and re-publishing it after corrections have been made.
