Looking for an account/steam key dispenser site(Cheap)

Hey there. I was interested if anyone could make me/has a template for a site where people can go and receive free steam keys and/or accounts(Ie: Minecraft accounts etc). It must have the ability to advertise on it(How i am going to make my money) so having spaces for banners etc is a must. The site needs to have a way to let people only get the free item once every 24 hours, and so must have a way to stop people from coming onto the site with different accounts/browsers etc to claim them(Maybe by making people have to input their phone number for phone verification to get the key?)

Im looking to get this site for relatively cheap, as I dont mind if you just use a template/pre-existing site, so offers bellow $30 would be appretiated. Thanks!

That could be great if it had the features I would like. Ive actually had an idea though. What the site could do is just pop up with a fresh steam code every lets say 10 minutes that users can attempt to claim, and whoever claims it first receives the key
