Looking for an experienced developer

Hello everyone.
i am currently looking for an experienced developer who would be able to create a plugin for a custom server of mine.

before we continue, i must mention i have been through about 5 or 6 different developers who were unable to make my request a reality due it it being "too difficult". and have lost a lot of money due to this.

as a result, im requesting said developer to be highly experienced. and to accept payment upon completion. or at the very least we can negotiate a 50/50 payment.

that being said, lets get into the details.

im looking for a plugin based on the popular anime/manga series called "Tokyo Ghoul"

i have a rather large plugin description detailing all the individual aspects of the plugin. im willing to send this through to said developer if they feel capable of the task. however i will list what is required of the developer to perform in creating this plugin.

this plugin will include:
-custom abilities (bound to players, and interact with the world. similar in the way that the "Bending elements" plugin works or the "Magic" plugin

abilities will also level up and become stronger as the player ranks up.
new abilities will be unlocked upon ranking up

-custom mounts (upon a command a player will be "transformed" into selected forms. this means the player RIDING and CONTROLLING a said mob. this said mob will also have abilities of its own that the player can control through means of binding to HOTBAR or other methods

-Custom ranking system (a way for players to gain experience points to rank up. and in the case of "GHOULS" a way to consume player and npc bodies left behind and gain points to rank up

-custom weapons and weapon shop (a shop where "CCG" players can buy weapons to fight against the "GHOUL" players. these weapons often will take the form of a melee weapon and will have their own abilities bound to the weapon. they are known as "QUINQUE'S". similar to how "GHOUL" players have abilities bound to their hotbar

-Custom bosses (custom npc bosses based on enemies from the show, these bosses will have their own custom abilities and so on.

-custom NPC (custom npc mobs around the map in the form of "GHOULS" and "CCG" spawning and roaming the map. and will fight with the player if provoked. "GHOUL" npcs will have abilities they can use. and "CCG" will have a set "QUINQUE" in their hand to use against the player.

these are the main aspects i am looking for in the plugin, as i said i have a much much more detailed document of all the aspects of the plugin in great detail. if anyone feels they have the skill to create this plugin please contact me.

i have a budget of 500 AUD for this plugin.
