1 Month = 60 USD.
4/3 hours per day is really a lot for the amount of money you offer, and the level of construction you ask for, I would recommend reducing the time to 2 hours per day, but I really doubt that an experienced builder works for $60 a month that It is what he earn with 2 or 3 commissions in a week.
This is not an attempt to trash your post only to warn you that some people will come to bother you and that it is better to change what you offer and what you ask for.

To be experienced, we at least need someone who's built for a server before at least once.
The investor of Oneria gets $286USD which is converted to $2600TRY (turkish liras), he's from Turkey, I am not.
So stating that we would pay a builder nearly half of our money ($140) a month, which would be more unfair just for one builder to work because we spend half our money every month to pay only one person.

I think the best thing would have been to clarify that you were looking for junior or intermediate builders, to prevent people on this site from jumping to criticize, it still looks fine, good luck!
maybe that "Efficient builds" confuses and anyone can believe that you are looking for builds of extreme quality
