I see you are still looking to get this web development project completed - You should check out Midnight Services! They are a service team with hundreds of experienced freelancers that have client-created reviews and extensive portfolios.
By choosing Midnight, you skip the hassle and tension of being scammed as nothing gets transacted to the freelancer until the client is happy with the product/service! (kind of like a middleman service!). You also skip annoying "service fees" that other freelance organizations charge! You only have to cover the small paypal fee.
