Looking For Custom Bounty Hunter Plugin! 1.8-1.7

Looking for a Bounty Hunter plugin to fit factions 1.8-1.7!
Willing to spend $5.00. I also don't need it privately so you can resell.

How it works/looks/says:
/Bounty - Opens up a GUI of all the user's heads with bounties on them.
When hovering over their head it says their username, how much they are worth killing
AND who put the latest bounty on them and by how much

-You can ONLY get the bounty by being the last person to kill the user.
-You can ONLY set 50,000 (50k) OR more, bounties to limit spam.
-You can ONLY set bounties on people every 5 mins to limit spam.
(Make sure that we can config this setting for staff/owners/admins)
-You can bounty anyone, faction members, enemies, neutrals, BUT people offline
MAKE sure you cannot bounty users offline OR bounty non-real names.
(I've seen it before where people could bounty usernames that where
not real)
-You can NOT collect bounties in /wild or /wilderness and MUST be in a warzone claim!
Meaning if you run into someones claims OR in wilderness and you die with a bounty, you
will NOT loose it.

When you set a bounty to a person the command will look like this
/bounty add Cleora 50,000
Short cuts like /bounty add Cleora 1mill or /bounty add Cleora 100m
to make typing it out less work.
Also when you add a bounty to a username, it will announce it in public chat
ONLY if it's over 1million. An example:

Username123 has BOUNTIED Cleora 1,000,000! New Total: 24,000,000!
(Light green color, light blue user names)

And when you kill that someone who has a bounty it will announce in public chat:

Cleora has been killed! Username123 has collected a bounty of: 24,000,000!
(Dark red color, light blue usernames)

if you want something for $5 look at resources or spigot, nobody will do this custom for $5 bucks
