He wants to find developers, he should give details. It's not the developer's job to sleuth out details like such. There should be enough details for a developer to quickly glance and tell if he wants to take the commission.

Everyone knows what a basic practice plugin consists of. You make up your mind when you contact him asking for more information. You guys talk about what it is that he wants. Then you give him a quote on how much you want and he may agree with it or say give me time to think about it. You don't specify what your budget on a thread for the simple fact you have people who would take your whole budget and not the amount it actually take.

He could atleast say his maximum, so for example someone wastes their time waiting, discussing features, to reliase the dev only has $25. say your absolute MAXIMUM you would be willing to pay.

Then he can post a lower budget and say it is negotiable. You can know that it is a practice plugin, and you can know what it consists of, but if the budget isn't right, then it's not worth your time. Additionally, someone shouldn't have to ask what exactly he wants. He can post more information on what he is searching for right here. That way, everyone knows. He doesn't have to get into every nitty gritty detail, but the basics, timeline, and negotiable budget. When you apply for a job, they tell you what is required and often times a pay range.
