Looking for custom staff mode plugin

Hey there, Anyone willing to make a staff plugin?
Specifications:
/mod: basically puts you in staff mode
Restore inventory, so when you do /mod or /staff and you want to get out of staff mode you get the items you had back.
a wand item
Inventory item: so when u can check inventory
Better looking item: just a carpet item to view things better
Command item: so basically, in the config u can add a item and put it in any slot that can perform a command. Say you want to go in /staff mode and u want a item to perform a command like freeze being a separate plugin you can just add a item in the config so when u go in staff mode it can run a command when right clicking
Wand item: World edit wand.
