Looking for developer to make pause and play

Hey im looking for a developer that can make a pause and play program for the netflix app on windows. It should pause and play by the use of a custom hotkey like ctrl + 1 or smth like that. It needs to work while im using other programs so if im in minecraft or some other game like csgo and i click ctrl+1 then it should pause or play

Budget: dont know how much this would cost to be made

I do it when im dead and shit. I used to do it with the chrome extension streamkeys but then chrome decided to get cancer.
