Looking for Developer

I'm looking for a plugin developer who wants to take on this job.
Preferably someone who will accept multiple commissions throughout the duration of the network when requested (long term).

Requirements:
- Reputable on MCM, Spigot, or GitHub
- Has a portfolio of past work (basically GitHub)
- Optimized Codes

Budget: no budget in particular if is proven to be completely necessary, will ignore if developers try to overcharge.

TLDW: basically everyone will be able to have their own page of auctions and access through renting a spot in the spawn with an NPC.

Here's my idea, a Towny-like plugin that allows players to rent parts of the region that has a NPC in it. Users rent the shop through a neutral NPC and as it gets rented the schematic changes as well as the visuals of NPC (into a different mob or different NPC profession). Within that NPC, players who rented the area has access to the NPC as the shop and add certain amount of items on it. Inside the NPC, it would allow players to sell the same item and restock without limits. From there, we add our own limitations to say this player rank can sell up to max of 3 items and those items each can only be restocked up to 1,000 and make adjustments from there on. Renters of the shop will simply throw the item into the NPC GUI and restock, and if it's a new item in the shop we would then refer it similar to the ShopGUI+ where you have the option to put 1,10, 64 and a 4th option to take account for all items that's in the player's inventory.
