Looking for experienced web developer

I'm currently looking for an experienced web developer for an upcoming project.
I'am able to pay but not alot since my project is only in the beginning phase and has not a ''big'' budget.

What I currently need:

Custom Bootstrap Menu for my enjin website. The bootstrap menu should be similar to the one from THIS.
And a good theme that fits to the menu, obviously. I could provide some graphics art if needed for the theme.
