Looking for farming+ plugin

I'm looking for specific features for a farming plugin and am looking for some appraisals for how much this would cost. I need all of it to be very customizable as in I can edit times, names, items, and anything from anywhere anytime. (Example: After I get the plugin 4 weeks later I want a specific tool for mushrooms, I want to be able to create it by typing something like:

PERMISSION: farming.farm
NAME: Mushroom Stuff
MATERIAL_USE: Hoe
ABILITIES:

• FORTUNE_MUSHROOMS*8%
• UPGRADEABLE: Brown_Mushroom*1920=Upgrade

What I'm looking for in this plugin:

• Farming Competitions every hour that last for a set amount of minutes (changeable via config)
• Farming Leaderboard System (will go more in depth with this feature on DM)
• Custom Enchantments for hoes or Custom Hoes (will list the enchants in DM's or the custom hoe stuff in DM's as well.)
• A collections menu for each crop (will go into more detail about this as well in DM's)
• Works with custom items like "Flaming Pumpkin" (an enchanted jack-o-lantern with a yellow name)
• and custom armor related to farming and mining.
